This as all wysiwyg editors, is really just a textarea replacement.
So lets say you were developing a content management system, or using a form where HTML input was desired this would be a perfect solution.
The form submits it as if HTML was entered into a text area, but the wysiwg editor (wysiwyg => what you see is what you get) allows any one to create the HTML in a very familiar MS Word like interface.
so to answer your question, this isnt sold as an application, but as a pluggin to some application you develop, CMS, EMAIL, FORUMS, Etc...
